Loss Control & Safety
The Arkansas Municipal League’s Loss Control & Safety Program was developed to help member cities and towns lower losses from employee injuries through effective safety program implementation. Preventing accidents is less costly than paying for them in lost employee work hours, medical claims, property damage and higher premiums for coverage.
The Loss Control portion of the program focuses on the reduction of the frequency and severity of loss, and includes safety audits, inspections and on-site consultation for Municipal Workers’ Comp and Municipal Vehicle & Property participants.
The Safety portion of the program offers techniques for continuous and proactive identification, analysis and evaluation of activities that lead to losses. The health and safety plan outlines the policies and procedures for municipal work environments, including detailed job hazard analyses, training timelines, department inspection forms and document retention recommendations. The emergency preparedness plan provides cities with information on how to be prepared for emergencies such as active-shooter scenarios, bomb threats, cyberterrorism, tornadoes, and chemical and biological threats.
Loss Control & Safety Services
The Loss Control & Safety Program can assist members in developing safety-related, cost-avoidance practices. The following loss control services are available to participating Municipal Workers’ Comp members. Some services are also available to participating Municipal Vehicle & Property members.
- Providing on-site workplace, vehicle, property, and equipment safety inspections (MVP).
- Hazard assessments for evaluation of proper personal protection equipment.
- Recommending guidelines on effective safety program implementation and accident prevention for employees, vehicles and loss of property (MVP).
- Access to over 130 on-line safety training courses on the League’s ACEHub (Available to all members).

On-Site Training
The Loss Control Program also offers on-site, instructor-led safety and health training for employees on these and other pertinent topics:
- BACK INJURY PREVENTION Avoid back injuries by understanding how the back works, how to use it properly, alternative lifting methods and maintaining a healthy back.
- BLOOD-BORNE PATHOGENS Train employees to be aware of potential hazards associated with blood and other potentially infectious materials they may encounter, who’s at risk and employee rights to medical evaluation.
- CERTIFIED FLAGGER TRAINING (ATSSA) A four-hour certification in proper flagging skills, techniques and work-zone safety.
- CONFINED SPACE ENTRY Define a confined space and permit-required confined space, associated hazards, responsibilities and requirements for safe entry.
- DEFENSIVE DRIVER COURSE (DDC) A four-hour National Safety Council course covering proven skills and techniques to help drivers avoid accidents.
- ELECTRICAL SAFETY General awareness of electrical hazards and best practices for non-electricians.
- EXCAVATION & TRENCHING Hazards of trenching and the importance of soil type and classification; the importance of daily inspections, competent person requirements and responsibilities; best practices for shielding, shoring and sloping to prevent cave-ins.
- FALL PROTECTION Includes prevention of slip, trip, fall injuries, ladder safety, and proper use of personal fall arrest equipment.
- FIRST AID & CPR A four-hour certification course for adult first aid, CPR & AED.
- FORKLIFT SAFE OPERATOR Certify your forklift operators through this instructor-led course covering required training topics, including pre-use inspection, safe use and operation, stability, and fueling.
- HAZARD COMMUNICATION (HAZ-COM) A four-hour certification in proper flagging skills, techniques and work-zone safety.
- HAZARDOUS ENERGY CONTROL (LOCK-OUT, TAG-OUT) What is LOTO and when does it apply? Required procedures, equipment, devices, and responsibilities of employers and employees.
- HEAT STRESS PREVENTION Understand how heat affects the worker, the science behind heat stress and hydration, the different types of heat-related disorders, and how to prevent, recognize and react to them.
- JOB SAFETY ANALYSIS (JSA) Learn and demonstrate the basic steps of conducting an effective JSA, when the JSA is applicable, and how to use it for hazard assessment and task-specific training.
- SAFETY AWARENESS What it means to “be safe” and “work safe”: being aware of your surroundings, hazard identification, job hazard analysis, and safety observations. When and how to use the various “tools” in your safety toolbox.
- WORKPLACE EMERGENCY RESPONSE PLANNING Plan and prepare for natural and manmade disasters such as fires, floods, tornadoes and severe weather.
